The Department of Agriculture  Border Terms Committee on Seaport  will conduct a Stakeholder Consultation on the Implementation of DA terms Pilot Target Inspection for Salmon, French Fries and Chicken Leg Quarters in MICP and South Harbor on September 8, 2017 from 2:00 PM to 5:00 PM at the Salvador Escudero Hall, National Meat Inspection Service, Visayas Avenue, Quezon City.

BOC | Switch-ON of Air e-Manifest,June 17, 2017 at 1:00 A.M.

Dear Valued Customers:

Please be informed that the “Switch-ON” of Air e-Manifest to all international airports of entry in the Philippines will commence tomorrow, Saturday, June 17, 2017 at 1:00 A.M.

However, the manifest activation will take effect during the regular maintenance restart of E2M at 12:00 Midnight. Kindly expect manifest checking to be done immediately once the server is out.

The following are the expected outcome:
· Testing for the Switching-ON of Manifest.
– Lodgment of entries will be rejected if no Manifest is available.

– All entries filed when Manifest is OFF will encounter an ERROR upon switching-ON of Manifest whether it has a valid or invalid Manifest No. and AWB.

· Upon Switching-ON of Manifest:
– Lodgment of SAD with a valid Manifest and Waybill will be successful.

– Once creation of Arrival Schedule, Manifest, and Waybill is successful, no error will be encountered.

– Lodgment of SAD with an invalid Manifest and Waybill will encounter an error message. ( Error: Manifest or BOL not found )

55th PAA SC Meeting 10-11 May 2017

PAA Bridging The Asian Economies with Secure and Seamless Regulatory Documents Exchange Network

The 55th Pan Asian e-Commerce Alliance (PAA) Steering Committee and Working Group Meetings, hosted by Trade-Van Information Services Co. of Taiwan, was held in Taipei from May 8th to 11th, 2017. Representatives from 10 member economies including Taiwan, Indonesia, Philippines, Singapore, Malaysia, South Korea, Japan, Thailand, Macau and Hong Kong attended the meetings. In conjunction with the PAA Steering Committee meeting, a press conference was organised to commemorate the signing of cross border collaboration. 

Since 2007, Trade-Van and KTNET have been working on the Electronic Certificate of Origin Exchange Project. The project helps Taiwan Customs with more reliable verification of overseas regulatory documents during import clearance procedure.  It reduces time and cost for the trading community when compared to the manual process for paper based certificates. The Electronic Certificate of Origin Exchange Project is an APEC Pathfinder Project and was recognised by APEC and UNESCAP as a best practice for paperless trading. 

Building on this success between South Korea and Taiwan, Trade-Van had simultaneously completed the signing of Cross Border Electronic Certificate of Origin Exchange Agreement with five key trading partners in Southeast Asia, namely the PAA partners from Indonesia (PT EDII), Philippines (InterCommerce), Singapore (CrimsonLogic), Malaysia (DagangNet), and Thailand (CAT). In addition to the service of Electronic Certificate of Origin Exchange, Trade-Van and KTNET also completed the signing to facilitate the exchange of electronic Sanitary and Phytosanitary Certificates. 

“Trade-Van has long been cooperating with Government’s policies for building a secure and convenient information environment. We, as one of the founders of PAA, have been dedicating ourselves to cross border trade facilitation together with the PAA members. I am glad to strengthen our collaboration with 6 PAA members in this meeting, of which 5 are from the countries under Taiwan Government New Southbound Policy. The signing today demonstrates our commitment in connecting the Taiwanese Government and community with the regional partners through information connectivity”, said Dr. Alan Hsu, the Chairman of Trade-Van.

Mr. Ken Chen, the Chief Secretary of Taiwan Customs Administration, Ministry of Finance reiterated the strong support from Taiwan Customs for the Electronic Certificate of Origin Exchange Project. At the same time, Mr. Chuang Suo-Han, the Vice Chairman of Taiwan External Trade Development Council (TAITRA) also congratulated PAA for its great success in regional collaboration and strong connectivity. Mr. Chuang said, “Due to the recent Government’s southbound policy, the trading volume in Southeast Asia has grown by 7.52% in Taiwan since last May. Taiwan Government also promised a trade financing fund for up to NTD 50 billion (USD 1.8 billion)bb to promote export trade.  We expect to establish a broader trading relationship with Southeast Asian countries with this new initiative.” To support the Taiwanese Government trade financing initiative, Trade-Van had also signed a trade financing collaboration MOU with InterCommerce of Philippines to further promote bilateral trade between Taiwan and Philippines. 

Mr. Ken Saw, the PAA Chair, emphasized the PAA’s vision in facilitating cross border digital trade. He called out the need for strong Government and Private sector partnerships to push the boundaries for faster, better, cross-border paperless trade and congratulated Taiwan Customs and Trade-Van for their leadership in this area.  

The next PAA Steering Committee meeting will be held on November 9th to 10th 2017 in Philippines.
